Committee submits report on Uttarakhand’s UCC Rules to Pushkar Singh Dhami

In Uttarakhand, Chief Minister Pushkar Singh Dhami received the final report on the draft rules for the Uniform Civil Code (UCC) from a nine-member committee on Friday. This committee, led by former chief secretary Shatrughna Singh, has worked on the rules to implement the UCC Act that was enacted earlier this year. Dhami mentioned that the report would be discussed in the upcoming cabinet meeting, and a date for the UCC's implementation will be announced soon. He indicated that the new code might be implemented on November 9, coinciding with the state’s foundation day.

Key features of the UCC

The committee's report includes four main parts covering the procedures for marriage and divorce registration, live-in relationships, birth and death registration, and inheritance rules. To make it easier for the public, an online portal and a mobile app have been developed so that these services can be accessed conveniently.

Dhami assured that the UCC aims to provide equality in law and justice for everyone in the state. He emphasized that the UCC is not designed to target any specific group; instead, it seeks to empower women and ensure their safety. He believes that the UCC in Uttarakhand could set an example for other states to follow.

The UCC is a proposal for a common set of laws that will replace various customary laws across different religions and communities, governing personal matters like marriage, divorce, and inheritance. It is part of the non-justiciable directive principles in the Indian Constitution.

The new law will require compulsory registration of marriages and will also recognize live-in relationships for the first time, allowing them to be registered and dissolved legally. This initiative aims to create a more uniform legal framework for handling personal matters in Uttarakhand, promoting fairness and equality for all citizens.
